Tommy Azopardi
His career did not start out in racing, but in 199,7 he was offered the opportunity to become the Chief Executive Officer of the Texas Horsemen’s Partnership, LLC (THP), the representative organization for the owners and trainers of all horses racing at pari-mutuel tracks in Texas. When this opportunity for him to make a difference in the Texas racing industry arose, he grabbed it and dove in with all his energy.
Azopardi took the helm at the THP during a tumultuous and exciting time for Texas racing, bringing stability to the organization and a strategic approach that helped deftly guide the organization through the growth of the industry in the late 1990s and early 2000s. As CEO of the THP, Azopardi led a small team that developed a number of innovative programs designed to improve the lives and businesses of its members, as well as their employees living and working in the stable areas at Texas racetracks.
Under Azopardi’s leadership, the THP worked with The Jockey Club and its subsidiaries to develop the Central Horsemen’s Bookkeeping System, which established a revolutionary and efficient way for horsemen and women to access their money at any track operating in Texas. This groundbreaking system, developed for Texas Horsemen’s Partnership, quickly spread across the country and has provided relief and efficiency for horsemen and women all over the U.S. when it comes to managing the funds in their horsemen’s bookkeeper accounts.
Azopardi also has a passion for providing opportunities for professional development and programs that improve the quality of life for those who work at Texas racetracks. One of Tommy’s first programs was bringing education to the stable area of each track in an effort to put the safety and welfare of the horses at the forefront. These one-day seminars were so popular that he put the THP’s support squarely behind the development of the Groom Elite Program, which held its first groom training classes at Lone Star Park in 2001. Believing in the value of the educational program and seeing the need for formal professional development of grooms and trainers nationwide, Azopardi served as the president of Groom Elite, Inc. for more than 10 years, working to help spread the program’s classes to many other states. He also worked to get the Groom Elite Program recognized by the U.S. government to assist in attaining H2B visas for grooms – something that benefits horsemen and women across the country.
Azopardi’s focus on expanding the THP’s benefits and services for its members and their employees also led to other initiatives, such as strengthening the chaplaincy at all Texas racetracks, hosting horsemen’s appreciation parties and holiday dinners at the racetracks, and offering off-site shuttles to shopping areas for racetrack stable area employees.
Improving communication to racehorse owners and trainers was also a priority for Azopardi, who directed the launch of an official THP member publication, The Texas Horsemen’s News, and a redesigned THP website, www.texashorsemen.com, that provided members online access to their horsemen’s bookkeeper accounts, as well as news and information important to their racing-related businesses.
During Azopardi’s tenure with the THP, he represented the interest of Texas horsemen and women in negotiations with the Texas racetracks, as well as making sure the THP worked with the tracks to bring Texas such nationally prominent events as the 1997 All-Star Jockey Challenge Championships, the 2002 Great State Challenge at Sam Houston Race Park, and the 2004 Breeders’ Cup Championships at Lone Star Park.
Under Azopardi’s leadership, the THP grew a national reputation as an innovator among horsemen’s organizations. As a result, Azopardi was invited to serve on the Executive Committee of the National Horsemen’s Benevolent and Protective Association (HBPA), where he was instrumental in the organization’s advocacy for horsemen’s rights and professional development opportunities. During this time, Tommy worked with the Kentucky HBPA and others to resurrect the organization’s historic but dormant publication, The Horsemen’s Journal, in order to serve as a voice for horsemen all over North America. Azopardi was also pivotal in getting THP Chairman John Roark elected president of the National HBPA – the first time a Texas horseman or woman had been chosen to lead the largest racing horsemen’s representative association in North America. Azopardi served on the National HBPA Executive Committee for more than 10 years.
Many times, Azopardi has been instrumental in building coalitions with other organizations within the Texas racing industry to benefit the horsemen and women of Texas. Azopardi played a key role in developing the first and subsequent cross-species agreements that benefit the participants in both horse and dog racing in Texas. He also helped establish a political coalition to pursue legislation to aid the Texas racing industry that included every racetrack, as well as every racing horsemen’s organization and dog racing organization in the state.
In 2009, Azopardi accepted the opportunity to become the president of Texans for Economic Development, allowing him to focus his day-to-day efforts on working to find legislative solutions to allow the struggling racing industry in Texas to reach a more level playing field with all surrounding states and countries that have legalized additional forms of gaming that aid their horse racing purses.
In 2019, Azopardi was a key leader in the Texas racing industry’s effort that resulted in the Texas legislature passing bills that have added $25 million per year to the Texas horse racing industry and stabilized the funding for the Texas Racing Commission while reducing the financial burden on all racetrack license holders.
True to his roots, Azopardi still owns and races horses in partnership, supporting Texas trainers and racetracks. His horses race under the stable name Alpha Lucky Stables, LLC.


Mike Robbins
Mike Robbins
Mike Robbins is a Trainer of world Champion Quarter horses in a career spanning over 50 years. As a teenager from the small West Texas town of Sanderson, Robbins was skilled in breaking racehorses as a teenager. His love of horses led to rodeo riding and then in college Mike joined up with legendary horseman James Chapman. Within a few years Robbins saddled his first AQHA World Champion Sgt. Pepper Feature. Pepper reeled off 11 straight wins on route to 3-year-old champion in 1981 and as a 4-year-old Pepper won the prestigious Champion of Champions. Within a year Mike teamed with owner Joe Kirk Fulton and captured his 2nd title of AQHA World Championship with Dashs Dream in 1984. Dashs Dream put it all together with a 12-race winning streak. Then in 1991 Special Leader was voted AQHA World Champion Quarter horse saddling 3 world champions and winning three Champion of Champion titles puts Mike in an elite group of 4 trainers–trainers to win the big race 3 or more times. Robbins took an 18-year hiatus from racing and re-emerged with Joe Kirk Fulton to resume his impressive career in 2011 and has continued his winning ways based primarily at Los Alamitos in California.


Kenny Troutt
Kenny Troutt
He graduated from Southern Illinois University in 1971 and was introduced to horse racing by his uncle as a kid and immediately fell in love with it. His appetite for championship horses was wetted when he witnessed Secretariat’s scintillating win in the Kentucky Derby. Troutt decided to follow his passions and founded his first horse farm in the early 1980s, called Landview, in eastern Nebraska.
With his background in network marketing, Troutt and his partner, Steve Smith, founded Excell Communications which sold for $3.5-billion dollars in 1998. Kenny was now ready to build his lifelong dream.
Troutt acquired the 400-acre horse farm Prestonwood with his sights set on making it a world class breeding and racing facility. Troutt renamed the property Winstar Farm that now spans 27-hundred acres of Kentucky bluegrass. The name Winstar Farm exemplifies the pinnacle of success in thoroughbred racing. The inspiration and founding of the world-renowned farm is due to the tremendous business acumen and prolific horse knowledge of Kenny Troutt.
A strong case can be made for Troutt eclipsing his business success with his enviable ownership of horses. Justify won the 2018 Triple Crown for Winstar and the farm owns Pioneer of the Nile, sire of 2015 Triple Crown winner American Pharoah. Other prominent Winstar Horses include 2010 Belmont Stakes winner Super Saver and Creator winner of the 2017 Belmont. Look up winner in the dictionary and you will find the name Kenny Troutt.


Hal Wiggins
Hal Wiggins
After graduating Texas A&M in 1966, Wiggins embarked on a Graded stakes winning training career lasting over 30 years. Hal saddled his first horse at Louisiana Downs and the last 16 years of his career he was based at Churchill Downs in Kentucky. Named leading trainer at Louisiana Downs, Keeneland Race Course and Kentucky Downs, Wiggins stamped his name in the record books with the development of 2009 Horse of the Year Rachel Alexandra. Wiggins trained the Champion filly from her two-year-old year through winning the 2009 Kentucky Oaks.
Hal amassed a record of 872 wins, over $20 million in earnings.and four graded stakes wins. His first million-dollar earner was Chorwon who captured the Louisville Handicap three times and was a two-time winner of the John Connolly Breeders Cup Turf at Sam Houston Race Park.
After retiring from training in 2009 Wiggins served as steward at Fair Grounds, Oaklawn Park and Kentucky Downs. In 2009 the Kentucky Thoroughbred Owners Association presented Wiggins with the Warner L Jones Horseman of the Year Award.
Hal Wiggins is a lifetime member of the Texas Thoroughbred Association, TTA Board member from 2010 to 2017.


Dr. Jim Heird
Dr. Jim Heird
Immediately prior to Texas A&M, he was Director Of Teaching and Outreach for the Equine Sciences Program at Colorado State University. He also served as Director of the Colorado Agriculture and Rural Leadership program and as Chairman of the Management Committee of the Y Cross Ranch, a 50,000-acre ranch owned by Colorado State University and the University of Wyoming. He graduated from the University of Tennessee with a B.S in Animal Husbandry and an M.S in Animal Genetics. His Doctorate is in Equine Behavior from Texas Tech University.
His academic career began at North Carolina State University where he was their first extension horse specialist. He was a faculty member at Texas Tech University for 10 years and was at Colorado State University for 23 Years. At Colorado State University, he served in several leadership positions, including Associate Dean and Director Of Academic Programs, Interim Dean of Business, and for 2 1/2 Years, Interim Dean and Vice Provost for Agriculture and Outreach. He was faculty representative for athletics and served as Chair of the Western Athletic Conference Administrative Council.
Dr. Heird has an international reputation in the field of equine sciences. He has lectured on numerous topics both nationally and internationally. He has been a successful judging team coach, teacher, researcher, extension specialist and administrator .His research in the areas of equine conformation and equine behavior is recognized throughout the Equine Industry. He has presented numerous lectures in the U.S and internationally on equine behavior, conformation, selection, judging, genetics and issues facing the horse industry.
Dr. Heird has received many honors, including the United States Department of Agriculture Honor Award For Excellence, the Distinguished Service Award from Southern University and A&M College, the Colorado State University Distinguished Service to Diversity Award, the Distinguished Alumnus Award from the Department of Animal Science at the University of Tennessee, the Outstanding Leadership Award from the National Horse Judging Team Coaches Association and the Outstanding Advisor Award for Texas Tech University. In 2005, he was named an Outstanding Alumnus of the University Of Tennessee. In 2007, he was named an Honorary Vice President of the Quarter Horse Association of Uruguay. In 2009, he was named Horseman of the Year by the Colorado Horse Council. In 2014, he was named the first recipient of the Glenn Blodgett Equine Chair at Texas A&M. In 2016, he was named an honorary Vice-President and Life Member of the Argentina Quarter Horse Association. In 2017, he was inducted into the Texas Cowboy Hall Of Fame. He also became a Director of the National Advisory Board for the National Collegiate Equestrian Association and a Director of the Texas Racing Hall of Fame in 2017. In 2020, he was inducted into the Texas Racing Hall of Fame.
Dr. Heird has combined his academic career with leadership and successful competition in the horse industry. He has trained world champion youth riders and shown world champion horses. He served as Chair of the National Wild Horse and Burro Commission. He was an American Quarter Horse Judge from 1976 until 2017. In that capacity, he judged 13 world championship shows for AQHA and 15 national shows in multiple countries. He has judged the Road To The Horse Colt Starting Competition multiple times. He has lectured in numerous national and international judges’ seminars for many breeds. He is a past Chairman of AQHA’s Judges Committee, the AQHA Versatility Ranch Horse Sub-Committee, the AQHA Show Committee and Show Council and the Internationlal Committee. He also served as the first Chairperson of the AQHA Welfare Commission. He was an AQHA Director from Colorado prior to moving to Texas where he is presently an AQHA Director from Texas. In 2015, he was elected to serve as a member of the AQHA Executive Committee and in March of 2018 became President of the AQHA, the World’s Largest Breed Association.
